The ACM Europe Policy Committee (EUACM) is a standing committee of ACM Europe focussed on being a part of multistakeholder and collaborative policy processes with the European Commission and member states' governmental bodies and informatics and computer science communities.

EUACM distributes monthly newsletters to keep our members informed of policy issues and developments in Europe, as well as past and future EUACM meetings and activities.


Global Internet Policy

The Global Internet Policy Observatory (GIPO) released the beta version of its tool, offering information about Internet policy worldwide. The issues addressed are infrastructure, security, development, Human Rights, economic, legal and sociocultural issues.

Copyright & Open Access

The European Data Portal, that provides access to all data which public administrations have published, in Europe was presented, and its source code was released.

With the Dutch EU presidency, news about open access are expected, following the steps taken in this direction in the Netherlands (for instance, 100% of the publications authored by Dutch scientists ought to be open access by 2024). Some background information was presented by Science|Business.

Internet Governance, Cybersecurity & Data Protection

The European Commission presented documents that support the new EU-US agreement "Privacy Shield" developed after the previous agreement ("Safe Harbour") was declared invalid by the European Court of Justice in October 2015.

It was announced that a global strategy for a common European defence strategy will be agreed next June. The EDA chief claimed that the EU should especially address the areas where Nato's strategy is not focused, such as "cyber warfare".

The Commission published the first results of two public consultations, one on Europeans' broadband needs and the other focusing on the review of current EU telecoms rules.


ACM Europe Council Meting

The ACM Europe Council meeting was held in Lisbon, on March 8. The current work of the various committees—including EUACM—and their future strategies were discussed. The day was closed with a public panel about "Women in Science" organized in the Pavilhão do Conhecimento, to commemorate the International Women's Day. The invited speakers were Bobby Schnabel (ACM CEO), Wendy Hall (ACM Europe Chair), Alex Wolf (ACM President), Reyyan Ayfer (ACM-WE Chair), Mashhuda Glencross (ACM Europe Council), Judith Gal-Ezer (ACM Europe Council) and Isabel Trancoso (Instituto Superior Técnico de Lisboa).


CeBIT2016, the global event for digital business, was held in Hamburg on March, 14-15. ACM Europe Chair and EUACM member Wendy Hall participated as an invited speaker in a panel on Platforms in the Digital Single Market. The panel was shared with Günther H. Oettinger (European Commission), Helmut Fallmann (Fabasoft Group), Martina Koederitz (IBM Deutschland GmbH), Karl-Heinz Streibich ( Software AG), Sabine Bendiek (Microsoft Deutschland GmbH), Gerard de Graaf (European Commision), David Martin Ruiz (BEUC). A recorded video of the panel is available.

USACM Meeting

The USACM meeting took place in Washington DC on March 28-29. EUACM Chair, Fabrizio Gagliardi, was invited to participate and report about the policy issues from a European perspective. This meeting is an important step towards joint work between the two policy committees. A general joint paper on cybersecurity will be explored.
